Matlab License File Precedence

Our Matlab deployments are configured to a network.lic containing a a pointer to our central license server. In parallel to this we're trying to decommission this server and move all the clients to a different license server in a different part of the organisation.
As I understand it network.lic or mlm_license_file or the -c options can all be used to specify the location of a license however what is the order? The documentation I've read seems to imply that -c is evaluated first?
