Yes, you can use CARLA 0.9.15. CARLA 0.9.15 is using the same custom UE build as 0.9.13. When you export from RoadRunner you have the option to select "Export to CARLA" to make sure it's exported correctly.

I am using the proposed workflow with the plugins from the documentation with CARLA 0.9.13, 0.9.14 and 0.9.15 without problems.

Just to make sure: When you talk about Unreal 4.26, you mean the CARLA fork of Unreal Engine?

Can you provide more information about the datasmith error, e.g. log-file, messages from output window?
Did you try to import the fbx?
There are several ways to get new maps into CARLA. The link you posted is describing the generic CARLA map import for fbx/xodr files using "make import". MathWorks provides the plugins to allow a smooth import of scenes from RoadRunner, not only using fbx but also datasmith format. The documentation describes what the plugins are doing, e.g. extracting information from metadata or xodr files.

Glad to hear that you are now able to import the RoadRunner map.
Your colleagues are not using source build version but a packaged version?
The map import for a packaged version is only available in Linux and requires a docker container. The process is described here:
