rotating image by using fourie transformation

I know that Matlab has a command to rotate image, but I wander how can one rotate image by using fourie transformation by angle X. Does someone has an idea?

Thank you. I have a question
While 2D transformation is clear and done by fft2 command, not clear how to calculate Sigma statement since fft2 doesn't really returns l and m variables and what are the limits of sigma, It should start from lower bound and end at high bound , but it is not specified

Sorry, I didn't even know it was possible myself until I looked it up. I do not understand the technique.
