How do I update License Manager on Windows?

I am trying to install a newer version of License Manager on Windows and run it as a service that starts on boot. (Previous was R2021b. Trying to update to R2025b. Windows is 2022 Datacenter.)
I have been following these instructions, but when I get to the last step of the installer I am told "MATLAB License Server already exists, but is installed in a different location. You must remove the service before installing the new one."
These "Update" instructions look closer to what I am trying to do, but using LMTools and Stop Service did not work. The installer is giving the same error message.
Following this Answer to Config Service - Remove Service allowed the installer complete without any error messages:
But I was not able to get any clients to connect to the license server after that, so I revered to a backup.

@Mick, Since you mentioned clients could not connect after your previous attempt, the issue is likely that your Windows Firewall rules are still pointing to the old R2021b executables. Please update your Firewall Rules.
