ccsdsTCConfig wrong assumptions in configuration properties

It appears that the ccsdsTCconfig contains some wrong assumptions.
Currently the symbol rate is limited to 4000 sps, however it allows the usage of PCM/PM/bi-phase-L modulation.
According to CCSDS 401 cited as reference in the function description (2.2.7 Medium rate telecommand systems), that modulation shall be used only for symbol rates from 8000 to 256000.
Moreover BPSK can be used up to 2.048 Msps.
It would be great if the symbol rate could be extended to that value and the ranges allowed for each modulation corrected.
