Can I install 6G toolbox in Matlab 2021?

No. The 6G toolbox does not exist yet.

The 6G Exploration Library
https://www.mathworks.com/matlabcentral/fileexchange/157771-6g-exploration-library-for-5g-toolbox is Compatible with R2024a to R2026a
The Reconfigurable Intelligent Surfaces facility was added to Phased Array Toolbox as of R2023b; that appears to be the earliest 6G facility.
