T OGAWA, the author, appears to have implemented the original research in MATLAB. You could ask the author.

I do not find any code for this algorithm when I search. Either I missed it or no-one has made it available.

There is not just one POCS image restoration program. POCS is a method which is applicable in different circumstances. For example, satellite images, fractal images, CT (tomography), super-resolution, micro-array, infra-red, half-toned, MRI, conformal, and other applications.

Please create an RFP (Request For Proposal) describing the specific domain of application, the features required, the performance goals, the timeline, the internationalization requirements, the documentation requirements, and any requirements on computer language and version of implementation; along with information about payment conditions, non-performance penalties, the proposed sharing of Intellectual Property Rights; also sufficient information to allow potential respondents to evaluate your credit-worthiness; and the deadline to apply and the mechanism to apply.

Cost estimates will depend strongly upon the requirements and the timeline.

I cannot speak for anyone else, but my first-order estimate is that you should expect the costs to be at least $10,000 and delivery approximately end of February or later.
