can we know the percentage of noise incorporated into the image after varying the variance in Gaussian noise

Can we exactly find how much percentage of noise is added when variance is 0.01 and then increased to 0.1?

Are you asking, given a particular numeric variance, how to calculate the percentage of noise? Or are you asking, given just an image that has had noise added to it, pretend for a moment you do not know what variance you used, and calculate the percentage of noise? Or are you asking, given an image that has had noise added to it, together with the original image, pretend for a moment you do not know what variance you used, and calculate the percentage of noise?
