no, 2015b is the last version that is supported in windows 7(32)
What is your evidence that r2016a supported windows 32 bit?

No, as announced a number of releases ago, R2015b was the last MATLAB release with Windows 32 support. There will never be another Windows 32 release for MATLAB.

Hi Walter, I usually installed both version since many camera drivers only worked with the 32 bit version of Matlab (for example to acquire images with the Image Acquisition Toolbox). How is this issue now handled?

R2015b was the last 32 bit MATLAB.
Note: my investigations showed that nearly all Windows computers made in the last 10 years support 64 bit Windows. The exception one line of HP Tablet computers that lasted about 2 1/2 years before the model switched to 64 bit support. If your computer was made in the last decade and is not an HP Tablet, then your computer very likely could be upgraded to 64 bit.
For completeness: this is not always the case. I bought a tablet/netbook hybrid computer around March 2016, and I recently discovered that it was actually not possible to put a 64 bit OS on that machine, because of hardware limitations. But then again, it is a point of contention whether or not that machine is actually suitable for using Matlab. (there is a line of this same product that does support 64 bit and ships with that version of W10)
Rik, what was the CPU of the hybrid?
The CPU does support 64 bit (intel atom z3775), but the bootloader is limited to the extent I can't even boot to a 64 bit installer. There might be actual limitations, but short of flashing the bios (probably voiding my warranty) there is nothing I can do to replace my current 32 bit. (I had a phone call with the OEM's tech support leading to this conclusion)
On some forums they mention the 2GB RAM as a possible reason to disable x64 (or ia64, I know), as well as 64 bit needing more disk space, which is in very short supply on devices like this. I don't think either is a very good reason not to allow a user to even try, but now I have learned the lesson of taking a better look before buying.

Where is the MATLAB-2021 download link for 32-bit computers?

There is no possibility of a 32 bit MATLAB 2021.
Well, I should not say "No"... but Mathworks would probably charge over $1 million dollars to make a 32 bit custom version for you.
In some cases you can use MATLAB Coder to generate 32 bit code. However, not much graphics are supported for this possibility.

Also, you don't need to. If you mean uilamp, that was introduced in R2016a, so it is already available.
