MATLAB R2016a doesn't save user settings

Hi --
I recently installed R2016a on my Win 7 machine, and it has been unable to save user settings like layout and keyboard shortcuts etc. Today I had to terminate the matlab window from the task manager when it became unresponsive, and when I try to restart I get a Java exception
I have the impression matlab is trying to save user data and failing, but the permissions look good on C:\Users\<me>\AppData\Roaming\MathWorks\MATLAB\R2016a.
I see that the files MATLABDesktop.xml and mylayoutMATLABLayout.xml are zero size however.
Any suggestions on other settings or directory/file permissions to check?

I note that question https://www.mathworks.com/matlabcentral/answers/282003-ubuntu-16-04-graphics-glitches-in-profiler comments on a failure to save desktop configuration files when using java-1.8 in UBUNTU. I have MATLAB_JAVA set to an install of Oracle java-1.8 as well, but on windows of course. Does anyone else have config problems with java 1.8?

Thanks, but I have looked at this answer previously.
I am not using linux so presumably the directory structures are different.
I am not using a matlab configuration script so it should be looking for preference information in the default places.
The permissions on C:\Users\myuser\AppData\Roaming\MathWorks\MATLAB\R2016a look good.
Any specific Win7 suggestions for where to look or what to check for write failures?
