why simulink menu missing when I open a simuink or create a simulink model?

Hi，
engieers，I'm struggling to know why the simulink menu missing when I open the simulink or create a simulink model,any button is missing(as picture show bellow),I encountered the problem previously and solved the issue by reinstalling matlab,is there any a idea to explain the situation or a better way to fix the problem ? (I'm using matlab2016a)
