If you are offering your block to Mathworks to be included as part of their Simpowersystems product, then I am not certain exactly who you would contact. I would suggest, though, that you have a look at http://www.mathworks.com/products/connections/ which is a program for third-party offerings that complement Mathworks. I suspect the people there would know more about the appropriate people within Mathworks for your query.
There are three paths that I can see for you:
- offer the block to Mathworks itself
- sell the block yourself, perhaps with the assistance of the Connections program
- if you are willing to release the software under an open source license, then post it in the File Exchange

I would seriously expect them to decline the offer of adding third party models to the toolbox. If they did put your model in, then they would be in the position of having to decide how much to pay you for it. They don't want to be in that position, of having people offer them code to be used in a product they then sell. At least, I would not want to be in that position.
So they really don't want it. I'm sorry, but they won't. In fact, arguably, they don't even want to look at it, since if they then decided to put in something similar, they might then be put in the position of appearing to use your idea, but not paying any compensation to you.
Realistically, that leaves you with options 2 and 3 that Walter has outlined in his comment, with option 3 being by far the simplest - post it on the file exchange.
This makes perfect sense if you were not expecting compensation anyway.
