¿How to get a Target PSD from a given data?

Greetings,

I'm currently trying to generate stochastic wind velocity samples based on a prescribed spectral characterization of the wind resources. I intend to use data that was computed from a 10-year time series of hourly records of wind speeds at Caribou, Maine, USA (1). I'm not sure how to manage this particular data in order to determine a Target PSD, with which I should obtain the stochastic wind velocity samples in the time domain, according to the algorithm proposed in (2). I'd appretiate any help. Thanks.
