why can not download MATLAB?

If you're trying to use your company's or educational institution's license, you should contact your IT department or whomever is in charge of software licenses for help getting access to MathWorks products associated with your company's or educational institution's license.

If you have purchased MathWorks products on your own, I believe you should have received instructions on how to download and install when you purchased the license. Check your spam folder to make sure the instructions were not accidentally captured there.
