Traffic Simulation autonmous vehicle

I want to create a 2d simulation of an autonomous car environment to simulate its behavior in a real world by creating scenarios with roads,turns, traffic signs and pedestrians . I want to make the camera (top view) follow the car while moving. I don't know if I should use 3d animation toolbox or GUI would be enough or there is another way to do it
