I have Matlab 2016a installed in my laptop. But I need some functions in Matlab 2017a. Do I need to buy Matlab 2017 in order to use the functions??

Yes. You need to upgrade to the new version to use functionality from the newer release. Code from new releases is never usable under old releases.
That all depends on your license. If you have a student license, then yes you need to buy R2017b. If you have a license that's under active Software Maintenance Service, then you can just download R2017b (or any other version)

Student licenses have been eligible for adding on software maintenance for the last two years or so.

Well, then as long as your license is under SMS, you're free to download R2017b. If not, then you need to either get your license under SMS (the longer it's been out, the more expensive) or buy 2017b under a new license.

Note that the current release as I write this is R2017a. The second release this year, in the September timeframe, will be release R2017b.

Doh! Not sure why I wrote 2017b. I, of course, meant 2017a.
