The "wmsread()" function relies on a stored list of servers responding in a specific way. These servers are out on the internet and MathWorks cannot control them. Sometimes they are moved, are removed, or change their protocol. Usually, upgrading to the most recent version of MATLAB resolves errors encountered from those causes. In this case, upgrading to R2017a/2017b should allow you to read the WMS successfully.
