mac版のMATLAB home を所有していますが，win版に変更することはできますか？

可能です。
MATLAB Home の場合、ライセンス ポリシーに則って、12ヶ月内2回までマシン変更ができます。
マシン変更を行う場合、既存のMATLABのアクティベーションを停止いただきますと、
別のマシン上で、アクティベーションが可能となります。
