Can swarming step be neglected in bacteria foraging algorithm?

No it cant be, swarming is important for search.howevere you can modify it.

Swarming can be neglected. Neglecting swarming is likely to lead to bad results, but the question was not whether it was a good idea, just whether it could be done.
