base curve for step response

I am writing some code to take measurements from an impulse waveform. It looks very much like a step response with overshoot. To take the measurements, first I have to generate a "base curve" this is a curve as tho the step response had been critically damped. Any idea how i might do this? using the function statelevels appears to give a base curve maximum but I have no idea if it really does.
