Why has the build DLL (using compiler SDK) different size on different computers?

Why has the build DLL (using compiler SDK) different size on different computers - 4 MB vs 0.4 MB? The installed matlab is the same. There is only Matlab 2015a installed on one computer, there is Matlab 2015a a and 2017b on the second one. The bigger DLL can be run from Windows Console, but the smaller one shows no output, it is just pending.
