Please explain any details. It matters if you are talking about the string '9', or a picture file of a handwritten 9, which could be a 6 also when the paper is held upside down. Only the tag "image processing" seems to indicate the later case. But an exact definition of the input will be helpful in every case.

I'd say the Image Processing Toolbox is the "best toolbox for your question."

Looking around the File Exchange at OCR submissions and license plate reader submissions supports IA's answer.

I dunno... a lot of the ocr and lpr use neural networks, and it is probably easier to hand-write the relevant Image Processing functions than to hand-write a working neural network, so perhaps the "best" toolbox would be Neural Networks if jagadeeshwar is restricted to just one choice.
