How do I plot a frequency time graph of a filtered data?

Kindly show me the procedure of how to filter the H31Dec2011ILR. mat data within a bandpass frequencies 0.0067 and 0.025mHz and then plot the frequency time graph in heatmap as decribed above. Thank you so much. Please this is urgent.
