How do I develop a Control System & Model for Combustion of Carbon Monoxide (CO)

Trying to develop a control system & model for combustion of carbon monoxide (CO). Ideally, a sensor detects amount of CO in the air and the controller uses the following reaction equation,
2CO (g) + O2 (g) → 2CO (g) (note: the 2 after O is a subscript)
to determine how much oxygen is required for complete combustion of the CO.
The oxygen is stored in a tank and its release is based on the control of a valve to cotrol amount of oxygen being injected.
