Maybe I found a possible way to solve this problem .
You can just delete the C:\ProgramFiles\MATLAB\R2018b and reinstall the matlab.
It worked on my computer.

In the past I had suggested to people that they create the missing file in order to let the uninstall proceed. However people reported that the problem just Re-occurred with a different file. What appeared to work was reinstalling the toolbox and then uninstalling it.

A possible solution:
Copy all files from folder C:\Program Files\MATLAB\R2020b\help\stats\helpsearch to C:\Program Files\MATLAB\R2020b\help\simulink\helpsearch.
(Edit the name of disk and folder accoring to the Matlab version)
And then reuninstall Matlab.
