The usenet in general is seeing decreasing usage. It's very old fashioned, primitive, unmoderated (hence the spam), creaky, and on its last legs. It just can't keep up with features found in modern forums like Answers, etc. like the ability to edit past posts, format text, attach files, etc. Even the Mathworks will drop its hosting of the usenet.
You can ask your question here, or maybe in other places like stackoverflow.

OK, that's fine. Adam was just saying that this explanation in your last comment should havce been included in your original post. Maybe then it might not have been thrown into the spam quarantine folder. I found it there and asked Adam to look at it since he can look at unknown links in a "sandbox" to prevent any malware from being downloaded. Generally, posts that are only a single link, especially ones to bit.ly, will be automatically quarantined, marked as potential spam, and not shown to anyone except moderators. But no worries, I rescued it so it's not longer marked as spam and will now be available for everyone to see.

Hello,
My answer would be: there is not a main good webpage.
I found that one: https://forum.image.sc/c/image-analysis/6, but personally I didn't like it because is too much focused in just some kind of programs (Fiji, ImageJ, etc.)
I would say you to try with Stackoverflow
