As long as you stay with the same license then you retain rights to access those toolboxes. However they will not necessarily be installed by default. You should go back into the installer and request those ones.
Note: if you upgraded by buying a new licence instead of through Software Maintenance Service rights, then this does not apply. In particular if you had a Student Suite before and this time bought the unbundled Student Version instead of Student Suite or upgrading by support contract right, then the unbundled one does not include any of those toolboxes.

Guess I am doing something wrong from the begining. The toolboxes listed in the STUDENT Suit are installed, however, none of the previously purchased blocksets are available or listed in the installer.

Look at your Service End Date which is 2017 for everything except the student suite. You did not pay software support for those products. Unless you pay retroactive support you can only use them in r2017a or earlier.
How do I pay for "retroactive support"? The only option I found are these:

Option 2:

Which one should I choose to have at least these four blocksets in 2019a?
Thanks
You will probably need to contact Sales.
I just renew the maintenance and the blocksets became operational again. Thank you very much for your assistance.
