commend line window reports an error Can't find dependent libraries

when I open matlab 2018b the commend line window reports an error

‘ Exception in thread "IPC Process Thread": java.lang.UnsatisfiedLinkError: C:\Users\AppData\Local\Temp\jxbrowser-chromium-43.0.2357.52.5.4.3\data\Temp\jxbrowser-common64-b3c55a7a-b62c-47fe-bec4-315e42dc5bdf.dll: Can't find dependent libraries’

because of this error ,I can't use the help document

I have tried the suggestion made in https://www.mathworks.com/matlabcentral/answers/422704-help-hang-and-starting-error-message-with-r2018b

I changed the ownership of my folder to to the user

account,but it seems have no effect on the work.

After several trials, I found out that the ownership of the C:\Users\AppData\Local\Temp folder was wrong，it's a easy job to fix this bug ,I just changed the onwership to the user accont .If there are someone has the same problem with me ,you just change the ownership by looking into the folder property.
