Users can't change the number of days to borrow a license

I have successfully borrowed a license in Matlab 2018. I cannot however change the number of days the licenses is borrowed for other than the default 1 day. the borrow time in the license file is 720 hours (30 days).

Are you using release R2018a? If so see Bug Report 1789116.

We cannot change the number of days the licenses is borrowed for other than the default 1 day in some installations of matlab, also including 2019a.
we already applied R2018b Update 5 for the 2018b installations, but this doesn't resolve the issue.
what is causing this issue and how to fix this for all versions permanently?
