Simulink block modeling for non-time-domain data

I would like to use a Simulink-based block model to be able to model different concatenations of blocks that process multiple inputs and multiple outputs (with user-defined input-output relations), based on certain parameters of the block. The signals are not time-domain signals, but custom-defined signals (e.g., freq-domain over a limited frequency axis). Also sources would need to generate this kind of custom user-defined signal.
I would like to have all inputs and outputs recalculated whenever anything has been changed in any of the blocks.
I'm new to Simulink, and it seems it's mostly suited for time-domain signal processing chains, so I'm wondering whether Simulink is the right tool for what I want to do? And if it is, what kind of blocks etc. I should use.
