MATLAB 2019b license manager supported OS's

I am upgrading my license from 2019a to 2019b, I removed the old service and installed the new license manager from the install.
The new license file I have from your website does not start. I verified servername, MAC and port.
I put back the old location and license and the service starts fine.
Current OS is Windows Server 2008
The MATLAB 2019b service on local Computer staerted and then stopped.

Contact your sales representative to get detailed understanding about your license terms. If you don’t know who your sales representative is, MathWorks support can help you find your sales representative

This is not a license terms issue, this is an installation issue. If it were a license terms issue, then the license server would start but when attempting to check out a license, you would get an error message such as a -5 error, or a -8 error if there was a problem with the license file format.
