Simulink Time and Frequency Domain Capabilities

I need to learn and use a graphical software for the presentation of  response in the frequency and time domains which does he following:

• statistical post-processing of general responses given as transfer functions in the frequency domain or as time series in the time domain.
• transferring of data from a previous hydrodynamic or structural response analysis or define the data myself.
• process transfer functions such as wave loads or stresses/forces taken from a structural analysis.
• set up user defined transfer functions.

Can Simulink do the above? And if so, what would be the best (& fastest) route to learn and be capable to do this analysis?
