I tried using the command Simulink.fmuexport.ExportSimulinkProjectToFMU in MATLAB R2018b and it worked for me. Try clearing cache and path by using the commands:
rehash toolboxcache;
rehash path;
If Simulink.fmuexport.ExportSimulinkProjectToFMU still doesn't work, try exporting a Simulink model to an FMU by using these alternative methods:
  • GUI - Save > Standalone FMU in Simulink
  • Command Line Interface - exportToFMU2CS (since R2020a, to be deprecated) or exportToFMU (since R20203b, preferred command)
