how to plot an angle quadrant?

master,i want to plot an angle quadrant like this? then I have array A, the content is [294,295,290……]，the A is in this coordinate system。 the question is how i make it.

What about something like this
theta = [290 294 200 175 95 45 30 276 320];
polarplot(theta*pi/180, ones(size(theta)), '.', 'MarkerSize', 20);
