The present system of mine is 32-bit and I am going to download MATLAB with institute license, and in future I may shift to another system (64 bit), will I be able to download MATLAB again then(probably the latest version) ?

I think it depends on the license details but I know that it is possible with some licenses because my university laptop has about 5-6 Matlab versions installed.

Your sales representative can help you with any queries regarding license. If you don't know who your sales representative is, contact MathWorks support using the contact us page.

Campus licenses are Educational licenses (not Student licenses.) The technical contact for the license has the option of restricting whether users are permitted to download from Mathworks or if they have to get the software from university technical support.
Education licenses permit the licence holder to use any release up to the last one that support was paid for. So if the university has paid to R2020a then the license holder can download any older release as well. And if you install an older version now then there is no problem later installing a more current version provided it has been paid for.
The question then becomes whether the university permits students to download from Mathworks.
Well, at some point the university license may expire
