A user get License Manger Error -39 when open Matlab, while other users open without problem.

Hi,
We have several network license as well as some user name license for Matlab. recently, one user get the following error when he strt Matlab, while other user do not have this problem. What could be the reason? Any way to get around this? thank you
The Error message: License Checkout failed License Manager Error -39 User/host not on INCLUDE list for MATLAB Contact you License Administrator to review the Option File...
