This is being answered as part of a Matlab Answers cleanup effort:
Both do the same thing, but work with different technologies. Simpower systems (now Specialized Power Systems) uses Simulink behind the hood, while simscape utilized more advanced solvers behind the scenes. You should typically make your model using one technology or the other, and use the equivalent blocks for that technology.
