Water Tank 2D Animation

Hello,
I need to create an animation of a water tank filling, just like this one:
I know how to animate the water level (
), but I have no idea of how to animate the water going in (
) and out (
)...
), but I have no idea of how to animate the water going in () and out ()...And, if possible, I would like to control the system with a PID controler, but I dont know how too..
