Why do I get "Unable to load Support Package information" when trying to download or install a Support Package in R2016b or previous releases?

Why do I get the following error when trying to download or install a Support Package using the Legacy Support Package Installer (R2016b and previous releases)?
Error: Select an action
Unable to load support package information.
This may be due to network problems. Verify your network connection and retry the support package installation. If the problem persists, contact MathWorks Technical support.

Support packages for MATLAB R2016b and previous releases are no longer available. To use support packages you must use a newer release.
