Firstly, see if a local computer administrator can perform the installation of the support package. Please note that support packages install in a user-specific directory on macOS and Linux.
Often this error can be resolved by using the Support Software Downloader to obtain the offline installation files for the desired Support Package. As a first step, you can try running the Support Software Downloader on the same machine where you got the error. To get the Support Software Downloader, see the following page:
If you encounter the same error in the Support Software Downloader, you will have to run the Support Software Downloader on a different network or a different machine and then transfer the offline installation files onto the machine where MATLAB is installed.
Then follow the instructions in the readme.txt file to install the support package using the offline installation files.

If you are still encountering errors while installing the support package, try configuring a new Support Package Root for MATLAB as a troubleshooting step. For example on Windows, execute these MATLAB commands:
matlabshared.supportpkg.getSupportPackageRoot
matlabshared.supportpkg.setSupportPackageRoot('C:\ProgramData\MathWorks\MATLAB\newSpkgRoot')
Then close and re-open MATLAB and retry the support package installation.
