I have installed RNDIS drivers, why I am not able to telnet via USB?

Please follow the steps given below:
1. You need to enable telnet client on Windows 10.
  • In Search bar of Windows 10, search “Turn Windows features On or Off”. Click on it.
 
  • Browse to “Telnet Client”. Make sure the checkbox is clicked.
 
  • Click “OK”
2. You must reinstall the RNDIS drivers if you are using the different USB port than earlier. Go to documentation and follow the steps in the below link.
