Why do I receive MathWorks Licensing Error 33?

When attempting to launch MATLAB I receive a MathWorks Licensing Error 33, which states:
A licensing error occurred while trying to use <PRODUCTNAME>.

This error can occur when the network connection between the client and server is interrupted. Please contact your Network Administrator to make sure there are no issues with the Network you are running MATLAB on.
