How to resolve a network connection error when downloading support packages?

When using Support Package Installer to download a support package from the Internet (e.g., BeagleBoard, USRP, LEGO MINDSTORMS NXT), I encountered the following error message:
ERROR: “Cannot download [URL] : Error downloading URL. Your network connection may be down or your proxy settings improperly configured”
How do I resolve this?

There may a brief outage with a non-MathWorks web server hosting third-party software needed for the support package. Please cancel the installation and try again later.
This error can also occur if your network has a proxy in which case, please refer to the following answer on MATLAB Answers page.

Some antivirus software blocks or delays large downloads for support packages. Please pause your antivirus software. Then restart the process of installing the support package.
